No. The site on its own is $800, with hosting included and any later changes at $50 each. The monthly plan adds the search work and two changes a month. If you take it, the minimum is three months, because search work needs that long to show anything. After that you can stop with 30 days' notice. Your domain and your content stay yours either way.
You ask for changes until you do. The remaining $700 is due only when you approve it.
Nobody can promise a position. The monthly work is aimed at getting you seen for searches in your area, and you get a count of visits, calls and booking clicks each month so you can judge it by results.
